Request higher Cloud VPS PAYG limits

Submit a pay-as-you-go Cloud VPS limit-increase request. limitType must be one of the documented resource keys, and reason must be at least 10 characters so support can review the request without extra back-and-forth. Do not use this for regular fixed-cycle VPS plan upgrades; use GET /api/v2/vps/{id}/actions/upgrade for those.
