Get hosting billing-cycle options

Return the current shared-hosting billing cycle, available canonical cycle slugs, any blocking unpaid invoices, and the canChangeBillingCycle gate. Sub-monthly upstream cycles are intentionally not emitted.

Use Authorization: Bearer <token> for API keys. Dashboard sessions may also use hostup_session.
