List hosting storage add-ons

Return storage add-on tiers for a shared-hosting account, including per-tier availability and a top-level canAddStorage gate. Use a returned tiers[].id as addonId when purchasing.

Use Authorization: Bearer <token> for API keys. Dashboard sessions may also use hostup_session.
