Queue a bulk domain status sync

Queue asynchronous status synchronization for multiple domains. Send public dom_... IDs in domainIds. This asks the backend to refresh domain state from the upstream registry and account systems; it does not change nameservers, DNS records, contacts, or renewal settings. The v2 boundary verifies every submitted domain before queuing, so a foreign or invalid ID rejects the whole batch with Problem Details and per-item pointers.
