Sync domain status from registry

Force a domain status refresh from the registrar path and return the previous and new normalized service statuses. The body must be absent or an empty object; this is read-scoped because it only refreshes status and does not request a customer-visible domain change.

Use Authorization: Bearer <token> for API keys. Dashboard sessions may also use hostup_session.
