Get VPS hostname

Return the current VPS hostname, change gate, and validation rules. Use this before PUT /api/v2/vps/{id}/hostname so an agent can explain why a hostname cannot be changed.

Use Authorization: Bearer <token> for API keys. Dashboard sessions may also use hostup_session.
