Authorize hosting SSH key

Authorize an already imported shared-hosting SSH key so it is added to the hosting account authorized-keys file. The sibling POST /ssh-keys imports and authorizes in one call; use this only for imported-but-unauthorized legacy keys.

Use Authorization: Bearer <token> for API keys. Dashboard sessions may also use hostup_session.
