Change hosting billing cycle

Preview or commit a shared-hosting billing-cycle change. Send a canonical billingCycle; use dryRun: true for a no-side-effect preview, or cancelExistingInvoice: true to retry when a pending invoice blocks the change.

Use Authorization: Bearer <token> for API keys. Dashboard sessions may also use hostup_session.
