Get latest pre-HostUp DNS snapshot

Return the latest DNS snapshot that is useful for comparing a domain before it was moved to HostUp-managed DNS. If no snapshot exists, the endpoint returns 200 with available: false and a human-readable reason so AI agents do not hallucinate old DNS targets.
