Stream bulk registrant contacts

Read registrant contacts for multiple domains as newline-delimited JSON (application/x-ndjson). Send public dom_... IDs in domainIds. The route validates the whole request before streaming; if any ID is missing, unknown, or not owned by the caller, it returns a normal Problem Details response instead of a partial stream. Once streaming starts, each line is one independent domain result with domainId, domainName, contact, and error.
