List VPS rebuild templates

Return OS templates that can be used with POST /api/v2/vps/{id}/actions/rebuild. Get {id} from GET /api/v2/vps data[].id, then pass one returned data[].id as templateId to the rebuild endpoint.

Required API scope: read:vm

Use Authorization: Bearer <token> for API keys. Dashboard sessions may also use hostup_session.
