Get VPS billing-cycle options

Return the current VPS billing cycle, selectable cycle options, blocking invoices, and the actions.canChangeBillingCycle gate. Get {id} from GET /api/v2/vps data[].id. Billing cycles are canonical words such as monthly and annually; do not send single-letter cycle codes.

Use Authorization: Bearer <token> for API keys. Dashboard sessions may also use hostup_session.
