Renew VPS

Create or schedule a VPS renewal. The normal request body is {}; optional addonIds is the only accepted field and is capped at 20 items. If an unpaid renewal invoice already exists, the API returns 409 existing_invoice_blocking with the existing invoice and recovery action.
