List hosting upgrade options

Return shared-hosting plan upgrade and downgrade options using public productSlug values. Use these slugs with the POST dry-run or commit body; raw numeric product IDs are not accepted.

Required API scope: read:hosting

Use Authorization: Bearer <token> for API keys. Dashboard sessions may also use hostup_session.
